A Holistic Approach to Independent Living
AnchorPointVA provides a comprehensive transitional support program designed to help youth ages 18–21 successfully move from foster care into independent adulthood. Our services are rooted in stability, structure, and individualized care—ensuring each youth receives the tools, guidance, and encouragement needed to thrive.
True independence requires more than a place to live. At AnchorPointVA, we focus on the whole person, addressing practical needs, emotional well-being, and long-term stability.
Our program combines safe housing, personalized case management, financial guidance, and hands-on life skills training to support youth through every stage of their transition.

By combining safe housing, individualized case management, and compassionate accountability, we help youth build the skills and confidence needed to move forward into adulthood with purpose and stability.
Eligibility & Program Expectations
To participate in the AnchorPointVA program, youth must:
- Be 18–21 years old
- Be enrolled in DSS Fostering Futures
- Be willing and able to begin independent living
- Remain compliant with DSS requirements
- Attend school or maintain employment
- Follow agreed-upon program guidelines
While perfection is never expected, participants must demonstrate a commitment to growth, accountability, and a willingness to seek help when challenges arise.
Program Duration & Outcomes
Youth may remain in the program until their 21st birthday. As youth prepare to exit the program, AnchorPointVA assists with:
- Securing stable housing
- Employment and income planning
- Continued education or vocational pathways
- Transportation readiness
- Long-term budgeting and independence planning
Progress is tracked across education, employment, financial stability, health, and life skills development.
Core Program Services
Safe, Supportive Housing
Youth are provided stable housing in a structured, supportive environment designed to feel safe, welcoming, and dignified. Each youth has the opportunity to personalize their living space by selecting bedding, towels, shower curtains, and basic décor from available options at our office—helping create a sense of ownership and home.
Individualized Case Management
Each youth is paired with a dedicated case manager who works closely with them to develop a personalized Independent Service Plan (ISP). With intentionally small caseloads, our team is able to provide consistent, hands-on guidance and build meaningful relationships.
Caseworkers walk side-by-side with youth, assisting with real-world tasks and decision-making to promote confidence and accountability.
Life Skills & Financial Stability
AnchorPointVA places a strong emphasis on financial literacy and practical life skills essential for adulthood.
Support includes:
- A weekly allowance of $85, distributed on Mondays, to teach budgeting and money management
- Assistance with grocery budgeting, menu planning, and cooking skills
- Financial literacy education in partnership with Carter Bank and Trust
- A voucher system (up to three times per year) to help cover essential needs that may fall outside a youth’s budget
- Matching auto savings up to $3,000 to support the purchase of a reliable vehicle
These tools empower youth to build financial responsibility while still having safety nets in place.
Education & Employment Support
All participants are expected to be enrolled in school or employed. AnchorPointVA provides hands-on support to help youth meet these expectations, including:
- Assistance with school enrollment and attendance
- Job search and application support
- Workplace readiness coaching
- Long-term employment and career planning
Health, Wellness & Therapeutic Support
We actively support youth in managing their physical and emotional well-being. Case managers assist with:
- Scheduling and attending medical, dental, and therapy appointments
- Medication management and refill coordination
- Transportation to appointments as needed
- Encouraging compliance with medical and therapeutic recommendations
Youth are also supported in learning how to navigate healthcare systems independently over time.
Transportation & Community Navigation
AnchorPointVA helps youth build confidence navigating their community by:
- Providing transportation to essential appointments and monthly grocery trips
- Teaching youth how to use public transportation
- Supplying bus schedules and guidance on route planning
These skills promote independence and long-term mobility.
Personal Growth & Emotional Support
Each youth receives intentional support aimed at emotional growth and self-care, including:
- Welcome baskets at program entry
- Journals provided at sign-on to encourage reflection and goal setting
- Life books to safely store vital records and important documents
- Monthly self-care outings designed to promote wellness, connection, and balance
These elements reinforce dignity, self-worth, and emotional resilience.
